Five things to know this Thursday morning:

1.) Police have announced an arrest in last year’s double homicide outside the Tacos Mexico restaurant on Florence Avenue.

Henry Gutierrez, a San Bernardino resident, was arrested Aug. 8 at the Downey Police Department, authorities said yesterday. Police did not say if they are searching for any more suspects.

Police said an early-morning fight in the parking lot of George’s Bar on March 17, 2013, spilled into the street. Isaac Perez, 31, and Raymond Contreras, 34, were stabbed and shot to death in front of the Tacos Mexico restaurant.

The City Council will meet in a special session at 4 p.m. today to discuss the possible formation of a Downtown Downey business improvement district. The meeting will be held in the Downey City Library.

Downey High School’s new Engineering Building will be available for tours and an open house Thursday, Aug. 28, from 5:30-7:30 p.m. The grand opening comes at the closing stages of Measure D, a school bond measure that was passed by voters in 2002.

The 19,500 sq. ft. facility features four labs, eight work bays, and a regular classroom on its first floor. This will be the main site for all Career Technical Education (CTE) Engineering programs, including automobile repair program, product design, a Project Lead the Way Engineering class, a robotics lab and a technology engineering class.

The second floor will also be utilized for advanced physics courses.

On Wednesday, Sept. 24, a second open house will be held to celebrate the grand opening of classroom Building A and William H. Walker Hall. This building is in the final stages of completion and will be utilized to transfer temporary classrooms into new technology-equipped classrooms, removing 30 bungalows from the campus.

Lorel Johnson, a Downey resident and one time member of the Downey Ballhogs youth basketball team, is on his way to Carroll University in Helena, Mont. after being offered a full-ride basketball scholarship.
