Carrie Uva announces run for City Council

DOWNEY – Veteran community leader Carrie Uva has announced her candidacy for the Downey City Council, seeking to represent District 4 in the November election as Mayor Claudia M. Frometa reaches her term limit.

Uva, a lifelong Downey resident with more than six decades of ties to the community, is positioning her campaign around experience in local government, fiscal oversight and neighborhood-level involvement.

In her announcement, she said she plans to focus on public safety, balanced budgets and preserving Downey’s quality of life.

“Our city has so much to be proud of,” Uva said in a statement. “By working together, we can make Downey safer, maintain a balanced budget and continue to call it a great place to live, work and raise a family.”

Uva’s resume includes a range of leadership roles in civic and business organizations. She currently serves as chairperson of the Downey Planning Commission, a position that places her at the center of land use and development decisions in the city. She has also chaired the citizens’ oversight committees for Measures S and D, providing financial oversight on voter-approved funding.

Her past leadership includes serving as president and board member of the Downey Chamber of Commerce and as a state director and past president of the Greater Downey Association of Realtors.

She is also an executive board member of the Downey Community Emergency Response Team, a captain in her local Neighborhood Watch group and an active member of organizations such as the Assistance League of Downey, Los Amigos Kiwanis and the Our Lady of Perpetual Help Women’s Guild.

Uva’s endorsements include Mayor Frometa, Mayor Pro Tem Horacio Ortiz, Councilwoman Dorothy Pemberton and Councilman Hector Sosa.

She has also been endorsed by six former Downey mayors: Mario A. Guerra, Fernando Vasquez, Alex Saab, Rick Rodriguez, Kirk Cartozian and Dr. Roger Brossmer.

Her platform outlines several key priorities. On public safety, Uva has pledged to support police recruitment and ensure that first responders have the resources needed to address crime, homelessness and the fentanyl crisis. She also emphasized a proactive approach that combines enforcement with education.

On fiscal policy, Uva points to her experience overseeing Measures S and D as evidence of her commitment to transparency and accountability. She has said she will work to maintain a balanced budget while prioritizing funding for police and fire services.

An attorney by trade, Uva has also highlighted quality-of-life improvements as a central issue in her campaign, including cleaner streets, enhanced lighting, infrastructure upgrades and stronger code enforcement. In addition, she is advocating for policies that support small businesses, including streamlining the city’s permitting process and improving customer service at City Hall.

At the core of her campaign, Uva said, is a commitment to listening to residents and making decisions that reflect community priorities.

The District 4 seat represents northeast Downey. The election is scheduled for Nov. 3, 2026.
