Carrie Uva proposes expansion of Downey's neighborhood watch program
DOWNEY — City Council candidate Carrie Uva plans to create and promote more Neighborhood Watch groups across Downey when elected, drawing on her experience as a Neighborhood Watch captain, her campaign announced.
Uva said she believes public safety starts with neighbors getting to know one another, staying informed and reporting suspicious activity to police. Her plan would encourage more residents to organize groups on their blocks and help existing groups attract new participants.
“Being a Neighborhood Watch captain has taught me that safety starts with knowing your neighbors and looking out for one another," said Uva. "When elected, I will work to bring more Neighborhood Watch groups to Downey and help residents stay connected, informed and ready to report suspicious activity.”
Uva said a November 2022 incident following one of Uva’s Neighborhood Watch meetings illustrates how communication between residents and police can produce results.
During the meeting, neighbors raised concerns about illegal street racing and reckless driving in their area. Afterward, Downey police officers conducted additional patrols where residents said the activity typically occurred. The officers stopped a vehicle being driven recklessly and found a loaded firearm during their investigation. The driver was arrested, and the vehicle was impounded for 30 days.
Uva shared the update with neighbors, reinforcing the importance of speaking up about safety concerns and maintaining communication with police.
If elected, Uva said she would work with police and residents to make it easier to start and sustain Neighborhood Watch groups. Her priorities include promoting the program citywide, connecting interested residents with information and support, and encouraging neighborhood meetings focused on local safety concerns.
Uva’s approach emphasizes observation and reporting, with residents serving as additional eyes and ears for police while leaving enforcement to trained officers.
