DOWNEY -- Former councilman Kirk Cartozian is asking the public's help to return a framed photograph to its rightful owner.Cartozian was cleaning out the attic of a home he recently purchased in the Orange Estates when he came across the large frame that features the words "Fruits of Your Labors" alongside four black and white photos. "It was left face down and, presumably, accidentally left here," Cartozian says. "I asked some of my neighbors but no one could place them. I'm guessing that their time living here was some decades ago." The home is located near 7th Street and Smallwood Avenue, not far from Rio Hondo Elementary.
