DOWNEY — City Council candidate Carrie Uva has unveiled a three-part plan to enhance quality of life, independence, and access to essential services for Downey’s senior citizens and residents with fixed incomes or mobility challenges.

Drawing from her background as an attorney and real estate professional specializing in trust law and estate planning, Uva aims to lighten the financial and administrative burdens facing older adults.

“Our seniors helped build Downey into the community we love today, and they deserve to live their later years with dignity and peace of mind,” said Uva. “City Hall should be part of the solution by providing practical, affordable resources that keep seniors safe and connected.”

Uva’s proposal targets three key areas:

  • - Affordable Home Repair Assistance: Establishes a city-coordinated network connecting low-income seniors and disabled residents with vetted contractors and nonprofits. The program will assist with essential maintenance, plumbing, electrical, and accessibility modifications while protecting residents from scam artists.

  • - Dedicated City Hall Navigators: Provides hands-on guidance to help seniors navigate complex applications for government benefits, including SSI, housing aid, utility relief, and local services—specifically assisting those who struggle with online systems.

  • - Expanded Dial-A-Ride Services: Enhances local transportation options by expanding wheelchair accessibility and offering door-through-door assistance for essential trips to medical appointments, grocery stores, and pharmacies.

Implementation will involve evaluating existing city resources, securing funding, and forming community partnerships to help Downey seniors age safely in place.
