NOTICE OF A PUBLIC HEARING FOR A

ADOPTION OF ZONING TEXT AMENDMENT

Notice is hereby given that a public hearing will be held before the DOWNEY CITY COUNCIL on the 26th day of May 2026, at 6:30 p.m., in the Council Chambers within Downey City Hall, 11111 Brookshire Avenue, Downey, California. At that time and place, consideration will be given to the following:

The City Council of the City of Downey will consider the adoption of a Zoning Text Amendment to amend Section 9414, Article IX, Accessory Dwelling Units (ADU) and Junior Accessory Dwelling Units (JADU), of the Downey Municipal Code. The proposed Zoning Text Amendment would bring the City’s Municipal Code into compliance with State of California law governing the construction of Accessory Dwelling Units and Junior Accessory Dwelling Units, specifically Senate Bill 543 (SB 543) and Assembly Bill 1154 (AB 1154). At a duly noticed public hearing held on May 6, 2026, the Planning Commission considered the proposed Zoning Text Amendment and adopted Resolution No. 26-4062 by a 5-0 vote, recommending that the City Council approve the amendment.

All interested parties are invited to submit written comments and/or to attend and give testimony. The agenda and staff report, which provides a detailed description and analysis of this project, will be posted to the City Boards and Commission Meetings page of the City’s website (http://www.downeyca.org) on the Friday prior to the public hearing.

Pursuant to the California Environmental Quality Act (CEQA) staff has determined that the proposed zoning text amendment is not subject to CEQA pursuant to Pubic Resources Code Section 21080.17 and CEQA Guidelines Section 15282(h), because this is an ordinance regarding ADUs to comply with the amended Government Code Sections 66310 through 66342, and Section 17980.12 of the Health and Safety Code, relating to land use.
