Smith Park Community & Aquatic Center
Request for Proposals (RFP) submission due January 5th, 2026, at 2:00pm PDT
Swinerton Builders is seeking subcontractors to bid for the Smith Park Community & Aquatic Center located at 6016 Rosemead Blvd, Pico Rivera, CA 90660.
Project Overview
Smith Park Community and Aquatic Center is an existing one-story public assembly building (type v-b), pool, and pool deck. The project includes work on the existing building, pool deck, site, and parking lot. Work includes:
• Repairs
o Replacement of existing finishes, fixtures, and equipment.
o Replacement of existing mechanical, electrical, and plumbing systems with new.
o Grind and overlay, and re-stripe of existing parking lot
• Alterations
o Reconfiguration of existing community center & aquatic building, not limited to offices, meeting rooms, program support spaces, restrooms, and locker facilities. Conform existing parking lot accessible path of travel to be code-compliant, pool deck, and demo of existing pool.
• Additions
o 5,918 SF of occupied space to the existing 12,900 SF building.
• New construction
o Two new pools.
o Pool mechanical building (OFCI).
o Exterior storage building.
o Fabric shade canopy.
o Event lawn.
o Detached event patio shade canopy.
o Detached event terrace shade canopy.
o Detached pre-manufactured cabanas.
o Secondary aquatic entry.
o Site walls.
o Double-sided LED scoreboard and banner supports.
o Monument signage.
o Building signage.
o Fire sprinklers.

Swinerton Self-Perform intends to competitively bid the following trades:
Demo, Concrete, Doors/Frames/Hardware, Drywall & Framing, Acoustical Ceiling, Specialties, Caseworks & Countertops, and Site Furnishings.
Key Dates & Deadlines
• Job Walk: Tuesday, November 18th, 2025 at 11:00 AM
• RFIs Due: Friday, December 5th, 2025, by 2:00 PM - Submit RFIs to Vahid Balali at Vahid.Balali@Swinerton.com
• Bids Due: Monday, January 5th, 2026, by 2:00 PM (Submit via Building Connected)
• Anticipated Start Date: Q1 2026

At Swinerton’s discretion, Swinerton may require a Payment and Performance bond and/or a letter of bondability from a qualified and accepted Treasury listed Surety within 48 hours of demand. Please provide bond rate together with single project bond $ limit for scope of work to be performed in your proposal.
