NOTICE OF PUBLIC HEARING

AMENDMENTS TO THE CITYWIDE USER FEE SCHEDULE

FISCAL YEAR 2025–2026

NOTICE IS HEREBY GIVEN that the City Council of the City of Downey will hold a Public Hearing on Tuesday, November 18, 2025, at 6:30 p.m., or as soon thereafter as possible, in the Downey Council Chambers, 11111 Brookshire Ave., Downey, CA 90241, to consider adoption of a resolution establishing the following new fees and amending the City’s Uniform Schedule of Fees for Fiscal Year 2025–2026:

1. Planning Division Building Plan Check Fee – A new fee for Planning Division review of building plan check submittals to ensure compliance with the Downey Municipal Code, zoning regulations, and adopted design standards.

2. Inclusionary Housing In-Lieu Fee – A fee assessed on residential developments pursuant to Downey Municipal Code §1505(b)(3), calculated based on the number and size of units to be constructed, with gross livable floor area including private balconies, decks, and patios.

3. Police Department Fee Adjustment – Updates to two existing Police Department fees to align with current Department of Justice (DOJ) requirements:

i. Police #47: Concealed Weapon Permitting Fees – DOJ Required Fee: reduced to $93

ii. Police #48: Concealed Weapon Permitting Fees – DOJ Required Fee - Renewal – DOJ Required Fee: reduced to $52

If adopted, both the Planning Division Building Plan Check Fee and the Inclusionary Housing In-Lieu Fee will take effect sixty (60) days following adoption, consistent with Government Code Sections 66016, 66017(a), and 66018.

All interested persons may present oral comments and information at the Public Hearing or may email public comments to ccpubliccomment@downeyca.org or submit written comments to the City Clerk’s Office, 11111 Brookshire Ave., Downey, CA 90241, no later than 2:00 p.m. on the day of the Public Hearing.

Data supporting the proposed fees will be available for public review beginning Friday, November 7, 2025, at the City Clerk’s Office during regular office hours, or by visiting the City’s website at https://www.downeyca.org/our-city/departments/city-clerk/agendas-city-documents.

This Notice and the scheduled Public Hearing are intended to comply with the provisions of Government Code Section 66018.
