NOTICE OF PUBLIC HEARING FOR A
ZONING TEXT AMENDMENT

Notice is hereby given that a public hearing will be held before the DOWNEY CITY PLANNING COMMISSION on the 6th day of May, 2026, at 6:30 p.m., in the Council Chambers of the Downey City Hall, 11111 Brookshire Avenue, Downey, California. At that time and place, consideration will be given to the following:
(PLN-26-00036) Zoning Text Amendment: The City of Downey Planning Commission will consider a Zoning Text Amendment at a public hearing and provide a recommendation to the City Council regarding an amendment to Section 9414, Article IX, Accessory Dwelling Units (ADU) and Junior Accessory Dwelling Units (JADU), of the Downey Municipal Code. The proposed Zoning Text Amendment would bring the City’s Municipal Code into compliance with State of California law governing the construction of Accessory Dwelling Units and Junior Accessory Dwelling Units, specifically Senate Bill 543 (SB 543) and Assembly Bill 1154 (AB 1154).

All interested parties are invited to submit written comments and/or to attend and give testimony. The staff report, which provides a detailed description and analysis of this project, will be posted to the City Boards and Commission Meetings webpage of the City’s website (http://www.downeyca.org) on the Friday prior to the public hearing.
Staff has reviewed the proposed Zoning Text Amendment for compliance with the California Environmental Quality Act (CEQA). Upon completion of this review, staff has determined that the proposed zoning text amendment is not subject to CEQA pursuant to Pubic Resources Code Section 21080.17 and CEQA Guidelines Section 15282(h), because this is an ordinance regarding ADUs to comply with the amended Government Code Sections 66310 through 66342, and Section 17980.12 of the Health and Safety Code, relating to land use.
